Qualifying the workforce
To ensure that we have a fully qualified workforce by 2010, we'll need to provide training courses for specialist trades, safely integrate migrant workers, and licence the 500,000 skilled workers who lack formal qualifications.

From Government:

  • Provide sufficient funding for public and private On-Site Assessment and Training centres across the UK to deliver Vocational Qualifications at Level 2 and above.

From employers:

  • Adopt the OSAT Code of Practice as the common OSAT standard to ensure the same high quality of programmes across the UK.
  • Comply with an ‘all-carded’ workforce on all sites.

From supply side:

  • Availability across the UK of adequate funding to support the delivery of an effective and efficient OSAT programme to achieve ‘employability’ at VQ Level 2.
  • Jobcentre Plus should identify potential candidates (eg those with recent construction experience) to become OSAT trainers/assessors.
  • Private and public clients should demand an all carded and qualified workforce.
